Lowe's 4Q net income tops expectations

NEW YORK (AP) -- Home improvement retailer Lowe's Cos. credits cleanup efforts after Superstorm Sandy and its new pricing strategy for fourth-quarter earnings that surpassed Wall Street expectations.

The results are a sign that people are beginning to feel better about spending money on their homes as the housing market slowly recovers. Analysts will be watching Lowe's larger rival Home Depot's earnings report on Tuesday to see if its results show a similar story.

Lowe's CEO Robert Niblock said the company is seeing a pickup in spending even in areas of the country hit hardest by the housing slump, like Florida, Arizona and California.

"Rising home values have given homeowners additional confidence in spending on their homes," Niblock said in an interview with The Associated Press.

Lowe's net income fell 11 percent from last year's quarter, which included an extra week of revenue. Its earnings forecast for the year was below expectations but its revenue projection beat the consensus.

Mooresville, N.C.-based Lowe's has revamped its pricing structure, offering what it says are permanent low prices on many items across the store instead of fleeting discounts. It has also focused on hiring more workers and improving its inventory. In January it said it planned to hire 45,000 seasonal workers ahead of its busy spring season and add 9,000 part time employees on a permanent basis.

In a call with analysts, Chief Customer Officer Greg Bridgeford said the pricing strategy helped spur strong sales of cabinets and countertops, tools and outdoor power equipment.

During the quarter, the number of transactions fell 6.9 percent, mainly due to the extra week in the quarter a year ago. But average ticket rose 2.1 percent to $62.37.

Lowe's net income totaled $288 million, or 26 cents per share, for the three months ended Feb. 1. That's down from $322 million, or 26 cents per share, a year ago. Analysts expected 23 cents per share, according to FactSet.

There were 11 percent fewer shares outstanding in the latest quarter than a year ago. That increases the value of each share. An extra week in the quarter last year had boosted year-ago earnings by 5 cents per share.

Revenue fell 5 percent to $11.05 billion from $11.63 billion. Analysts expected $10.85 billion. Revenue in stores open at least one year rose 1.9 percent. The measure is a key gauge of a retailer's fiscal health because it excludes stores that open or close during the year.

Morningstar analyst Peter Wahlstrom said the quarter was generally good and in line with his expectations, helped by better gross margins ? the amount of each dollar in revenue a company actually keeps ? and a lower share count.

Standard & Poor analyst Michael Souers kept his "Sell" recommendation on the stock.

"While we see a modest recovery in housing, we see rising interest rates as a threat to home refinancing, a key driver of remodeling," he said.

For the fiscal year, net income rose 7 percent to $1.96 billion, or $1.69 per share, from $1.84 billion, or $1.43 per share. Revenue edged up to $50.52 billion from $50.21 billion last year.

Lowe's, which operates 1,754 stores in the U.S., Canada and Mexico, expects fiscal 2013 net income of $2.05 per share. Analysts expect $2.10 per share.

The company expects revenue to rise 4 percent, implying revenue of $52.54 billion. Analysts expect $51.69 billion.

Shares fell $1.81, or 4.8 percent, to close at $35.86 Monday. They have traded in a 52-week range of $24.76 to $39.98.

Emmert gets vote of confidence from NCAA

NCAA President Mark Emmert still has the confidence of the association's executive committee, despite several indicators in recent days that some schools are questioning his effectiveness.

The NCAA released a statement Saturday, revealing that the executive committee has "unanimously affirmed" its ongoing support of Emmert. Both the decision to make such a statement ? and to do so, without warning, over a weekend ? are highly unusual for the NCAA, which has been under fire for some time over the way many high-profile cases have been handled, most recently the long investigation of Miami.

Still, the committee also wants the NCAA to move forward with a total review of the association's policies, and said "subsequent improvement ... is necessary." Their statement comes five days after Emmert himself said he wondered if the committee would consider disciplinary action against him after all this recent tumult involving the association.

"Mark Emmert was hired to lead a major transformation of the NCAA," said Michigan State President and executive committee chair Lou Anna K. Simon. "Much has been accomplished without fanfare, such as academic reforms, enhanced fiscal accountability and organizational transparency. The Executive Committee and President Emmert recognize there is much yet to do and that the road to transformational change is often bumpy and occasionally controversial."

And there is no shortage of controversy right now.

In the past few days alone, University of Miami President Donna Shalala called the NCAA's probe of the Hurricanes "unprofessional and unethical," and presidents of schools in the Mountain West Conference reportedly questioned Emmert's leadership.

The dialogue between Mountain West presidents was reported Friday by CBSSports.com.

"Is it time for the presidents to seek new NCAA leadership or a new organization?" read the Mountain West memo, according to CBSSports.com. "The NCAA has evidenced decisions that focus on trivial and penalize our athletes. The salaries for the NCAA leadership are excessive and an embarrassment to the Mountain West schools. Their decision making is cumbersome and oblique."

Also, Atlantic Coast Conference Commissioner John Swofford said in recent days that his league remains supportive of Miami as its relationship with the NCAA ? at least related to the investigation of the Hurricanes ? appeared to take a hostile turn.

"Miami's cooperation throughout this process should be commended and they have self-imposed significant sanctions," Swofford wrote in a statement released Thursday. "They've been forthright and diligent in their efforts to fully cooperate with the NCAA and it's time for this case to be brought to closure."

Now, attorney Kenneth Wainstein ? who oversaw the review that found major missteps made during the NCAA's investigation of Miami ? can begin looking at ways to prevent another rogue case. Emmert has said if they find evidence of wrongdoing is found in other cases, the NCAA will "deal with that."

Either way, the NCAA's move on Saturday was another strange chapter in a strange week.

It started Monday, when Emmert said Julie Roe Lach, the vice president of enforcement ? its top cop ? would be replaced by private attorney Jonathan Duncan after her role in the botched Miami investigation. That was the same day the NCAA acknowledged it could not use certain findings of the Miami probe, because investigators working the case got information through depositions that were taken under subpoena power, a tool the NCAA does not have.

Miami received its notice of allegations from the NCAA one day later, and Shalala lashed out at the association in response, saying she hopes the Committee on Infractions "will provide the fairness and integrity missing during the investigative process."

The way the Miami investigation went has been just the latest embarrassing blow to the NCAA, which is fending off a number of lawsuits and is the target of sharp criticism in some quarters for the penalties it handed to Penn State following the Jerry Sandusky child sex-abuse scandal.

On Friday, the NCAA said its executive committee held a conference call and decided to reiterate its support of Emmert. The committee meets regularly each quarter, the most recent being at the national convention last month. And on Saturday, they released that support through a three-paragraph statement.

"In short, we demand the highest level of integrity and accountability not only from our peers but also from the national office," the statement said. "While progress has been made, additional important work remains."

Ken Taylor, Canada's former ambassador in Iran, feels slighted by CIA thriller 'Argo'

TORONTO ? Canada's former ambassador to Iran, who protected Americans at great personal risk during the Iran hostage crisis of 1979, said Friday if "Argo" wins the Oscar for best picture there would be something wrong with director Ben Affleck if he didn't mention Canada.

Ken Taylor said he continues to feel slighted by a movie that he says makes Canada look like a meek observer to CIA heroics in the rescue of six U.S. citizens caught in the crisis. Taylor said if Affleck doesn't say something in his acceptance speech "then it's a further reflection" on him.

"I would hope he would," Taylor said. "But given the events of the last while I'm not necessarily anticipating anything."

Taylor kept the Americans hidden at the embassy in Tehran and facilitated the escape. He became a hero in Canada and the United States after.

Affleck's CIA thriller "Argo" is widely expected to win the best-picture trophy on Sunday. Two other high-profile best-picture nominees this year, Kathryn Bigelow's "Zero Dark Thirty" and Steven Spielberg's "Lincoln," have also been criticized for their portrayal of some factual issues.

"In general it makes it seem like the Canadians were just along for the ride. The Canadians were brave. Period," Taylor said.

Taylor noted that former U.S. President Jimmy Carter appeared on CNN on Thursday night and said "90 per cent of the contributions to the ideas and the consummation of the plan was Canadian," but the film "gives almost full credit to the American CIA."

"There would be no movie without the Canadians. We took the six in without being asked so it starts there," Taylor said. "And the fact that we got them out with some help from the CIA then that's where the story loses itself. I think Jimmy Carter has it about right, it was 90 per cent Canada, 10 per cent the CIA."

Affleck said he thought his issue with Taylor had been resolved.

"I admire Ken very much for his role in rescuing the six houseguests. I consider him a hero.In light of my many conversations as well as a change to an end card that Ken requested I am surprised that Ken continues to take issue with the film," Affleck said in a statement. "I spoke to him recently when he asked me to narrate a documentary he is prominently featured in and yet he didn't mention any lingering concerns.I agreed to do it and I look forward to seeing Ken at the recording."

Friends of Taylor were outraged last September when "Argo" debuted at the Toronto International Film Festival. The original postscript of the movie said that Taylor received 112 citations and awards for his work in freeing the hostages and suggested Taylor didn't deserve them because the movie ends with the CIA deciding to let Canada have the credit for helping the Americans escape.

Taylor called the postscript lines "disgraceful and insulting" and said it would have caused outrage in Canada if the lines were not changed. Affleck flew Taylor to Los Angeles after the Toronto debut and allowed Taylor to insert a postscript written by Taylor that gave Canada some credit.

Taylor called it a good movie and said he's not rooting against it, but said it is far from accurate.

"He's a good director. It's got momentum. There's nothing much right from Day 1 I could do about the movie. I changed a line at the end because the caption at the end was disgraceful. It's like Tiananmen Square, you are sitting in front of a big tank," Taylor said.

Taylor said Carter's remarks support what he has been saying for months.

"Canadians know the truth and a lot of U.S. citizens do. Those involved know it," he said. "If it conveys something about diplomacy I'll be happy if he wins. He's a good guy. He's very affable, a lot of talent."

Taylor's wife, Pat, said everyone has tried to be "diplomatic" about it. Pat, who was with Ken in Iran, would have preferred if the movie said at the start that it was "based on true events" instead of saying it was a true story.

"Even President Carter said that Tony Mendez, which is the CIA character that Ben Affleck played, was just in Iran for a day and a half," she said. "I think Ben has directed a very good action movie. Unfortunately people's perception of what actually happened is colored."

Skullcandy Hesh 2

Skullcandy headphones keep surprising me. The lineup has definitely kept its sporty, skater-esque stylings, but the internals seem to be improving. The recent Skullcandy Navigator?is a solid, bass-friendly budget option, and the Hesh 2, starting at $69.95 (direct) for models with the inline remote, offers a refined sound signature that is crisp and relatively balanced. Plus, the audio is delivered distortion-free, with an emphasis on mid-range and high frequency clarity.

Design
No Skullcandy product would be complete without multiple style options, paint jobs, and price tiers. The Hesh 2, with no mic and black-on-black design, sells for $59.95 (direct). Add in the inline mic and phone controls, and the lowest pricing is $69.95. Then, of course, you can buy a pair that has your favorite team's logo on it, or one that is covered in hemp. Those range from $79.95 and up.

Given all of the above, it's almost pointless to discuss the overall look of the Hesh 2, since it is basically a chameleon that comes in several styles and flavors. The overall shape doesn't really change, however?a simple, padded headband meets circular ear cups that also protrude outward, taking the shape of globes sliced in half.

The circumaural (around the ear) design of the Hesh 2 can feel a little rigid and awkward, as if the ear cups are a bit too small to fit an entire ear inside them. It's not uncomfortable, really, just awkward?the cups would probably be better served if they were either a bit larger, our more appropriately matched to an ear's shape, and not perfect circles. Regardless, the headphones are quite lightweight and don't grow uncomfortable during longer listening sessions.Skullcandy Hesh 2 inline

The Hesh 2, as previously mentioned, is available with or without the inline remote and microphone. Call clarity through the mic is not astounding, but your call partner will understand you and you'll understand them. In other words, you're dealing with typical low-fi cellular fidelity.

One nice perk: the cable is detachable. This adds value to your purchase; replacing a faulty cable is far cheaper than buying an entire new pair of headphones or sending things in for repair, and cables are the most common culprit when headphones malfunction. Finally, a black drawstring bag is included with the Hesh 2.

Performance
The Hesh 2 does not distort on tracks with deep bass, even at high volumes. Its overall response is limited in the sub-bass realm. It does reproduce truly deep frequencies, but not with the same amount of gusto as, say, the Beats by Dr. Dre. The Knife's "Silent Shout," which has tremendous sub-bass content, can be played at maximum (and unsafe) volume without distorting, and you will get a good sense of the intensity of the bass, but this is not a deep bass lovers dream. However, bass fiends on a budget won't feel ripped off. Like some studio monitor-style headphones, the Hesh 2 provides a clear picture without ignoring or overly boosting the lows.

The focus for the Hesh 2 seems to be more on the mids and highs. It's nice to see a manufacturer focus on this realm when it's clear the drivers could have been tweaked to push out gobs of heavy, deep sub-bass. The end result here is the bass is dutifully represented?the new Atoms for Peace record, Amok, doesn't sound brittle in the slightest, and Flea's bass lines and the deep bass synth parts are delivered with richness and clarity. But the real standout feature of the sound signature is the clarity and crispness of the vocals and the attack of the percussion. Things aren't overly bright, but vocals are delivered with a nice edge to them, snare drums have a pleasing snap, and there's no part of the mix you can't hear. As previously stated, the Hesh 2, whether this was intentional or not, reminds me of a studio monitor pair, like the Sennheiser HD 280 Pro.

Bill Callahan's vocals on "Drover" have a nice treble presence that helps his voice stand out in a mix featuring some heavy backing percussion. The drumming itself has a subtle bass presence, rather than an overly-boosted thunderous sound, which can often occur on budget pairs that boost the low frequencies too much. The Hesh 2 also tames the intense sub-bass synth hits on Jay-Z and Kanye West's "No Church in the Wild," while highlighting the hi-mid attack of the kick drum loop and helping the vocals take center stage.

On classical tracks, like John Adams' "The Chairman Dances," the Hesh 2 fares less well. Here, it does sound a bit tinny and brittle. The lower register strings are nicely represented, but the higher register instruments seem to have a bit too much edge on them, which more or less cancels out the subtle bass response. It doesn't sound horrible by any stretch of the imagination, especially for this price range, but the Hesh 2 is perhaps better suited for pop, rock, hip hop, and electronic genres, for which it manages to tame the more intense elements of the mix, like throbbing bass, while highlighting aspects that sometimes get lost in busy mixes, like vocal clarity.

The idea of the "bass lover" is a curious thing. I love bass, for instance, when it's accurate, or slightly boosted. I don't want insanely-boosted low frequencies to gobble up the whole mix and vibrate my skull, but I do love when sub-bass frequencies jump out in the mix a bit. The Hesh 2 does a great job of allowing sub-bass elements to exist in a sound signature that is otherwise focused on hi-mids and highs. So, bass fiends may or may not love the Hesh 2, but if your looking for a fairly accurate, affordable headphone pair, especially for modern music mixes, it's a great place to begin your search.

If you have a bit more cash to spend and want to stick with this same overall sound signature, the aforementioned Sennheiser HD 280 Pro is a fantastic option, though it's a bit bulky and intended for studio use. The Logitech UE 4000?also delivers distortion-free performance with sub-bass presence that isn't overly-boosted. It's priced a bit higher, as well, but a worthy step up if you have the budget. If you really do want to hear some seriously boosted bass, of course there are plenty of options, including Skullcandy's own Navigator, which focuses more on the lower frequencies than does the Hesh 2. For the price, however, the Hesh 2 offers a clear, distortion-free experience. It's by no means a masterpiece, but definitely a solid value.

Vatican accuses Italian media of false reports ahead of conclave

VATICAN CITY (Reuters) - The Vatican on Saturday accused the Italian media of spreading "false and damaging" reports in what it condemned as a deplorable attempt to influence cardinals who will meet in a secret conclave next month to elect a new pope.

Since Pope Benedict announced his resignation on February 11, Italian newspapers have been full of rumors about conspiracies, secret reports and lobbies in the Vatican that they say pushed the pope to abdicate.

"It is deplorable that, as we draw closer to the time of the beginning of the conclave ... that there be a widespread distribution of often unverified, unverifiable or completely false news stories that cause serious damage to persons and institutions," a Vatican statement said.

The Italian reports have painted an unflattering picture of the Vatican's central administration, known as the Curia, depicting it as being full of prelates more concerned with their careers than serving the Church or the pope.

Some Church officials, speaking privately, have said foreign cardinals coming to Rome to choose the next pope have been alarmed over reports of corruption and might be inclined to elect someone not connected with the Curia, which is predominantly Italian.

The Vatican statement said the Italian media reports were an attempt to influence the outcome of the conclave through negative public opinion much like states and kings tried to influence papal elections centuries ago.

The pope has announced that he will step down on February 28, becoming the first pontiff to abdicate in some six centuries.

The 85-year-old Benedict said his failing health no longer enabled him to run the 1.2-billion-member Roman Catholic Church as he would like.

DISCREDITING THE CHURCH

In a separate statement, Father Federico Lombardi, the Vatican spokesman, said the reports were trying to "discredit the Church and its government" ahead of the conclave.

Italy's Repubblica newspaper ran a series of unsourced stories this week about the alleged contents of a secret report prepared for the pope by a commission of three cardinals who investigated the so-called Vatileaks scandal last year.

Paolo Gabriele, the pope's butler, was convicted of stealing personal papal documents and leaking them to the media. He was jailed and later pardoned by the pope.

The documents alleged corruption in the Vatican and infighting over the running of its bank, which has been at the heart of a series of scandals in past decades.

On Friday the Vatican denied Italian media reports that Benedict's decision to send a senior official to a new post in Latin America was linked to the secret report about leaked papal papers.

The Vatican said the transfer to Colombia of Monsignor Ettore Balestrero, an Italian who holds a post roughly equivalent to deputy foreign minister, was a promotion and had been decided weeks ago. Balestrero will be promoted to archbishop and made ambassador in Bogota.

Those reports said Balestrero was being sent away from the Vatican because he figured in the secret report.

On Saturday, as part of his last activities before his resignation in five days, Benedict ended a week-long Lenten spiritual retreat in the Vatican and held a farewell meeting with Italy's president.

On Sunday he will hold his last Sunday blessing. He will hold his last general audience on Wednesday and meet with cardinals on Thursday morning before he resigns on Thursday.

He will first go to the papal summer retreat at Castel Gandolfo south of Rome and then move to a convent inside the Vatican in April after the building is renovated.

Jewish settlers, Palestinians clash in West Bank

JERUSALEM (AP) ? A Palestinian medic says a 24-year-old demonstrator was shot in the stomach during clashes between Jewish settlers and Palestinians in the West Bank village of Kusra. The Israeli military could not immediately confirm the report.

The medic, who says the demonstrator is in serious condition, requested anonymity, because he was not authorized to speak to media.

A military spokeswoman says about 150 Palestinians and 25 Jewish settlers hurled rocks at each other Saturday, and Israeli forces tried to disperse them.

The clashes come amid mounting tension in the West Bank where there has been a rise in demonstrations against Israel's policies toward Palestinians, and in support Palestinian prisoners who are conducting hunger strikes in Israeli jails.

Astronomers Find Planet Barely Larger Than Earth's Moon

Pluto is different in that it has a lot of co-orbitals, and some of them are almost as large as Pluto itself.

To make it clear how big a difference it is, let's look at the ratio of the mass of the body in question to the mass of the rest of the objects in its orbit (discounting direct satellites).

Of the planets Neptune happens to have the lowest such ratio. It outmasses everything else in its orbit by a factor of over 10,000.

Meanwhile Pluto is outmassed by the other objects in its orbit by more than a factor of ten. It is less than 10% of the mass in its orbit.

That's a five order of magnitude difference. "Clearing the orbit" isn't precisely defined... and it doesn't need to be. You don't need a precise definition of where exactly on the beach the ocean begins to know that Asia and North America are separated by the Pacific Ocean.

And I suspect that such a large distinction isn't a cosmic accident, and that other star systems of sufficient age will show a similar trend. Unfortunately it's going to be a long time before we can test this hypothesis.

Cure for common hangover? 'Pill' mimics action of human liver in fighting alcohol intoxication

Feb. 20, 2013 ? In a discovery that could promise a quick fix to the common hangover, a team of researchers led by UCLA engineers has identified a method for speeding up the body's reaction to the consumption of alcohol.

In a paper published online Feb. 17 in the peer-reviewed journal Nature Nanotechnology, Yunfeng Lu, a professor of chemical and biomolecular engineering at the UCLA Henry Samueli School of Engineering and Applied Science, and his colleagues describe successfully placing two complementary enzymes in a tiny capsule to speed up the elimination of alcohol from the body. The enzyme combination within the capsule essentially processes alcohol the way the liver does.

Lu, the principal investigator, said the enzyme combination could be ingested as a pill, chemically altering alcohol in the digestive system, even as the liver does its work.

"The pill acts in a way extremely similar to the way your liver does," Lu said. "With further research, this discovery could be used as a preventative measure or antidote for alcohol intoxication."

Naturally occurring enzymes within cells often work in tandem to transform molecules or eliminate toxins. Lu's group assembled multiple enzymes to mimic the natural process. An enzyme known as an alcohol oxidase, for example, can promote the oxidization of alcohol but also produces hydrogen peroxide, which is toxic. Another type of enzyme, a catalase, prompts the decomposition of hydrogen peroxide into water and oxygen. Placing the two enzymes next to each other can effectively remove alcohol.

The researchers placed the two enzymes in a polymer capsule measuring just tens of nanometers in diameter. The wall of the polymer capsule is only one nanometer thick -- about 100,000 times thinner than a strand of human hair. The capsule protects the enzymes and allows them to freely enter an alcohol molecule. In this way, the nanocapsule mimics an organelle, a structure found in cells that spurs chemical reactions.

The researchers used a mouse model to test how well the enzyme package worked as an antidote after alcohol was consumed. They found that blood alcohol levels in mice that received the enzyme package fell more quickly than in mice that did not. Blood alcohol levels of the antidote test group were 15.8 percent lower than the control group after 45 minutes, 26.1 percent lower after 90 minutes and 34.7 percent lower after three hours.

In a test of how well the enzyme delivery system worked as a prophylactic when consumed at the same time as alcohol, the researchers found that blood alcohol levels in the mice that received the enzymes were 10.1 percent lower than in control-group mice after 45 minutes, 31.8 percent lower after 90 minutes and 36.8 percent lower after three hours.

"Considering the vast library of enzymes that are currently or potentially available," the authors write, "novel classes of enzyme nanocomplexes could be built for a broad range of applications."

The study's lead authors included Yang Liu and Juanjuan Du of UCLA Engineering's chemical and biomolecular engineering department.

Additional authors of the research include Wei Wei of UCLA Engineering; Ming Yan of UCLA Engineering and the UCLA Department of Microbiology, Immunology and Molecular Genetics; Mo Yin Lau, Jay Hu, Hui Han and Cheng Ji of the Keck School of Medicine at the University of Southern California; Dr. Otto O. Yang of the David Geffen School of Medicine at UCLA; Sheng Liang and Hui Wang of Xinhua Hospital, affiliated with China's Shanghai Jiao Tong University; Jianmin Li and Wei Chen of China's Beijing Institute of Biotechnology; Xinyuan Zhu of Shanghai Jiao Tong University; and Linqi Shi of China's Ministry of Education and Nankai University.

The research was partially supported by the Defense Threat Reducing Agency, the National Institutes of Health, the National Natural Science Foundation of China, and the National Basic Research Program of China.

AT&T gives travelers 1GB of notentirelyfree WiFi in the UK through The Cloud

Getting data is still a pain while abroad: it usually involves either popping a local SIM into an unlocked device or simply paying through the nose for roaming rates. AT&T wants to meet visitors to the UK halfway through a new WiFi deal with BSkyB's The Cloud. The pact offers AT&T subscribers 1GB of free WiFi access per month at The Cloud's hotspots in the UK, as long as they're using the American carrier's WiFi International app. The catch? As with AT&T's normal approach, travelers need to have an international data plan already in place -- which means The Cloud is more a way to raise the limit than a true replacement for a roaming bundle. Nonetheless, anyone who just needs that much more data for an Instagram shot of the London Eye can get their fill through the source links.

The Note's Must-Reads for Monday February 18, 2013

The Note's Must-Reads are a round-up of today's political headlines and stories from ABC News and the top U.S. newspapers. Posted Monday through Friday right here at www.abcnews.com

Compiled by ABC News' Carrie Halperin and Jayce Henderson

PRESIDENT OBAMA / IMMIGRATION

ABC News' Ted Hesson: " Leaked White House Immigration Bill Puts Pressure on Senate" A draft of a White House immigration reform bill leaked to USA Today on Saturday puts pressure on the Senate to deliver with its own package of comprehensive legislation. The draft features an earned path to citizenship for undocumented immigrants, so long as they meet certain requirements. Qualifying immigrants would be able to apply for a green card within eight years, according to USA Today. The bill also contains provisions related to border security and a mandatory system to make sure businesses check the work eligibility of their employees, USA Today reported. LINK

The New York Times' Michael Shear and Julia Preston: " Obama's Plan Sees 8-Year Wait for Illegal Immigrants" A plan by President Obama for an overhaul of the immigration system would put illegal immigrants on a path to citizenship that could begin after about eight years and would require them to go to the back of the line behind legal applicants, according to a draft of the legislation that the White House has circulated in the administration. LINK

USA Today's Alan Gomez: " Obama aide defends decision to prepare immigration bill" Chief of staff Denis McDonough said the White House still wants Congress to lead the effort to draft and pass an overhaul to the nation's immigration laws. President Obama's chief of staff on Sunday defended the administration's decision to prepare an immigration bill even as bipartisan groups in Congress are writing their own versions. LINK

CONGRESS The Washington Post's T.W. Farnam: " Congressional staffers often travel on tabs of foreign governments" About a dozen congressional staffers flew business class on a trip to China last summer and stayed at luxury hotels while touring the Great Wall and the Forbidden City and receiving a "briefing on ancient artifacts and dynasties" at the Shanghai Museum. The all-expenses-paid visit came courtesy of China. The Chinese government hosted a day of meetings with officials in Beijing followed by eight days packed with outings to destinations often frequented by tourists along with a stop at a missile frigate and two others related to national security - the official theme of the trip. LINK

Politico's Alex Isenstadt: " Elizabeth Colbert Busch's serious House run" Elizabeth Colbert Busch has lost at least one election, against some very stiff competition: a vote among the eight Colbert siblings, including her comedian brother Stephen, to decide who's the funniest. Even Stephen lost, it turned out. "My sister Mary won," she said in a 15-minute phone interview with POLITICO on Friday. "Everybody has a really great Irish sense of humor about them." It's safe to say Colbert Busch hopes her nascent campaign for Congress will turn out differently. LINK

The Hill's Ben Geman: " Dems hold fire on climate votes" Congressional Democrats will not commit to forcing votes on major climate change bills, even as they try to build political momentum behind President Obama's promise to make global warming a second-term priority. Obama's State of the Union address called on Congress to create a "market-based solution" such as cap-and-trade to limit greenhouse gases, but vowed new executive action if lawmakers do not act. LINK

IRAQ The Los Angeles Times' Ned Parker: " Baghdad bombings reflect sectarian tensions" A string of bombings in Shiite Muslim neighborhoods in eastern Baghdad left as many as two dozen people dead and reflected Iraq's heightened sectarian tensions in the wake of nearly two months of Sunni protests. The bombs went off around 11 a.m., with three explosions in the Shiite slum of Sadr City and three in other nearby neighborhoods. Preliminary news reports put the death toll at 21 to 28, with more than 100 wounded. LINK

HEALTH CARE The Washington Times' Tom Howell Jr.: " As 'Obamacare' health exchange deadline passes, 26 states opt in with feds" The backbone of President Obama's health care law is taking shape, with 26 states choosing to let the federal government run the online insurance markets mandated by his signature reforms instead of keeping the job in-house or partnering with the feds. The Department of Health and Human Services had encouraged states to run their own markets, or "exchanges," that help the uninsured find coverage. LINK

ECONOMY The Wall Street Journal's Ian Talley, Natasha Bereton-Fujuki and Paul Hannon: " After G-20, All Eyes Are on the Yen" The world's largest economies will face the first test of their ability to present a united front on currency policy when foreign-exchange markets open in Asia on Monday. The Group of 20 took a step toward common global guidelines for exchange-rate policies with a pledge Saturday to refrain from targeting their currency policies to gain a competitive trading advantage. Climate Change is a real Economic Risk - World Bank President

World Bank President Jim Yong Kim has ?warned the finance chiefs of the world's leading economic powers that global warming is a real risk to the planet and already affecting the world economy in ways that are unprecedented?

Jim Yong Kim Speaking to ?the G20 finance ministers at their meeting in Moscow, Jim Yong Kim called on the world powers to "tackle the serious challenges presented by climate change."

"These are not just risks. They represent real consequences," said Kim, calling the lack of attention to the issue by finance ministers and central bank chiefs "a mistake".

He said failing to tackle the challenges of climate change risked having "serious consequences for the economic outlook".

"Damages and losses from natural disasters have more than tripled over the past 30 years," said Kim, giving as examples the $45 billion of losses from the 2011 floods in Thailand, whose effects "spread across borders disrupting international supply chains."

"Years of development efforts are often wiped out in days or even minutes," Kim said, asking the G20 to "face climate change, which is a very real and present danger."

Prom dresses about to overtake Tucson College

Prom is coming up soon for many high school students, and Prom-O-Rama is in Tucson to help.

Hundreds of prom dresses are to be collected at Tucson College beginning today; all in an effort to help keep costs down for many Pima County high school girls who want to attend their prom.? Tucson College is collecting prom dresses from ladies in the community that wish to sell dresses they will no longer wear but would like to sell.

Dress donations run the full spectrum ? from those that are gently worn, but still good, to those never worn with tags still on them.? Anyone interested in selling a dress can bring the garment to Tucson College and set their price for that dress.?

Donation drop off started today at 9 a.m. and runs until this Thursday, February 21 until 5 p.m.

Tucson College will not be making a profit on this event, as the event is designed as a community service to help teenage girls and their families find a beautiful dress at a cost they can afford. All of the money received for the dresses goes to the seller. Prices will vary as each seller sets the prices, but they are much less than buying a dress at a retail store.

Erin Kowalsky is the High School Presenter for Tucson College and the organizer of the event. ?She had this to say in a recent news release, ?We are so excited to offer this opportunity to the Tucson community. Every girl should feel like a princess at their prom regardless of how much their budget is. We already have over 300 dresses promised.?

Kowalsky continued, ?Many vendors have already promised to bring dresses priced between $30 and $40.? We will have dresses in a variety of shapes, colors and sizes. This is also a great opportunity for ladies to sell their dresses and get extra cash while helping someone else find a beautiful dress for less. Tucson College will not profit from this event. 100% of the proceeds from the sale of dresses will go to the seller. We are simply hosting this event to benefit our community.?

Those interested in buying a dress can swing by the event on February 23, starting at 10 a.m. and ending at 2 p.m.

The event will not only have dresses, but there will be multiple vendors: Maya Palace, Connecting Threads Std., Hem and Her, Goodwill, Tan D Sol, Gadabout Salon and Spa, Sam Pappas Photography, Domino?s Pizza, Premier Designs, Asian Eyebrow Threading, Evergreen Florist, Limoport Transportation, Savers, Nails 2 GoGo, and other vendors with prom accessories.

Special thanks go out to SS Customs AZ, Savers, and Salpointe Catholic High School ?Fashion-In-Action? club for helping with the event.? Dress buyers can also enter to win door prizes which include but are not limited to a free hair up-do and a deluxe mani-pedi.

If you are interested in selling your formal gown please contact Erin Kowalsky for more information at (520) 308-8120 or erin.kowalsky@tucsoncollege.edu. The deadline to register your dress is Thursday, February 21, 2013 by 5:00pm.

I am trying to broadcast media over to middle east and north Africa. I am pretty new to Azure, so i was trying to test it using a free account.

In media service, there is no option to chose the region middle east, or Africa. The only option is US and Europe.

Is it ok to try media servicing using Azure or i should chose another solution? Anyone try it?

NFL players, coaches and others share memories about Ravens' Ray Lewis

Brian Billick had heard all week about what his 2000 team's defense was going to do to the Cleveland Browns. The Lewis-led group already had four shutouts in the first 12 games, including one against the Browns in Week 5 that year. When the Browns arrived in Baltimore in late November with Doug Pederson as the starting quarterback, the Ravens expected more of the same.

"The guys were feeling it all week long, [saying] this is going to be another shutout," said Billick, the Ravens' coach from 1999 to 2007. "Well, Cleveland comes out and goes 86 yards on the opening drive. I'm walking down the sidelines, and Ray and Rod [Woodson] are coming off the field first. So I'm going to go do my head-coaching thing. And Ray looks at me and says, 'Don't say a thing, I got it.' So I go left to the Gatorade and get out of the way. They had 112 yards total for the day after giving up 86 on that drive. I said, 'OK, anytime you want to do that, you go right ahead, Ray.' I learned right then and there to stay out of the way."

Two months later, the Ravens defense was dominant again, this time in a 34-7 victory over the New York Giants in Super Bowl XXXV.

"When you see a Shannon Sharpe, a Rod Woodson, a Trent Dilfer, a Tony Siragusa, who have been in the league for a while and who normally would be those leaders, and they are willing to capitulate the leadership of this team to a young Ray Lewis, that told" him everything, Billick said. "Normally, those guys would have said, 'Hold on, young man, you can dance all you want, but I'm going to set the tone for this team.'

"[But] they saw it, and these are Hall of Famers, in the case of Shannon Sharpe and Rod Woodson. That told me there is something special about this guy [and] that they are willing to follow his lead. They knew what it led to."

Harrison Ford rumor: Has he signed on for 'Star Wars 7'?

Are the Harrison Ford rumors true -- that the actor has signed on for the new 'Star Wars' movie? The Harrison Ford rumor is so far unconfirmed.

By Ben Kendrick,?Screen Rant / February 15, 2013

Harrison Ford (l.) is the subject of rumors that he's officially signed on to return for the seventh 'Star Wars' film.

20th Century-Fox Film Corporation/AP

Star Wars fans had a lot of questions when it was first announced that Disney was set to purchase Lucasfilm ? with the intention of producing an entirely new trilogy in a Galaxy Far, Far Away. However, one of the biggest questions surrounding the future of Star Wars is where the story would go in Episodes 7-9. Would the new films continue the narrative established in the original six installments and bring back fan-favorite actors (now 30 years older) to reprise their characters or would Lucasfilm clean the slate and center the trilogy around entirely new faces?

Skip to next paragraph Screen Rant

Screen Rant had a humble start back in 2003 as a place to rant about some of the dumber stuff related to the movie industry. Since then, the site has grown to cover more and more TV and movie news (and not just the dumb stuff) along with sometimes controversial movie reviews. The goal at Screen Rant is to cover stories and review movies from a middle ground/average person perspective.

Now, we?re getting unofficial word that Harrison Ford has signed-on to reprise his role as Han Solo in Star Wars: Episode 7 ? lending credence to hopes that the film will directly continue storylines from the prior trilogy ? while introducing new characters too. Of course, if the rumor turns out to be true, it would likely mean that other high-profile casting announcements are also in the pipeline.

Now that director J.J. Abrams is officially helming?Episode 7, Star Wars-related rumors and reports are at an all-time high. Joining the chorus of unconfirmed reports on the production,?Latino Review took to the Fox News Latino airwaves and announced that, according to their sources, Harrison Ford has officially signed-on for a ?significant? appearance as Han Solo in Episode 7. Not entirely a big surprise, given that Ford has previously stated he?d be open to returning ? if the story would allow for it. When pressed for further information, Latino Review admitted that there scoop was limited to the signing of Han Solo and anything beyond the casting itself would purely be speculation at this point. Latino Review has a relatively successful record with their scoops ? so there?s more than enough reason to believe that there?s at least some truth to the report.
